BEIJING, Jan. 21 (Xinhua) -- China's housing prices keep rising, despite the economic slowdown, despite growing complaints about the unaffordability of homes for ordinary people -- and despite repeated attempts by the central government to curb the trend.

Average postcard printing housing prices in China were up 23.5 percent from the previous year. Regions all over the country, except Tibet, saw prices surge for another year, shattering the dreams of prospective first-time home owners.

Since the housing market was liberalized in 1998, housing prices have flown in the face of repeated central government policies.

In China, it does not necessarily follow that a policy will be implemented once it is made, especially in the case of central government policies. The problem is best embodied by China's affordable housing policy.

In July 1998, the government launched a housing reform and introduced a quasi-market-based system in which 80 percent of urban people were expected to buy subsidized housing provided by the government, leaving the other 20 percent to the commercial housing market.

The reality is that almost 95 percent of apartments built from 1998 to 2008 were commercial housing, with the remaining 5 percent developed as subsidized housing, says Bao Zonghua, former chief of the Ministry of Housing and Urban-Rural Development's policy research center and a researcher at the Chinese Academy of Social Sciences (CASS).

"The policies may have worked well, but local governments seem to have more reasons to evade them than enforce them," says Bao.

Local government coffers have been diminishing since 1994 when a series of reforms began to weigh the tax distribution system toward the central government, according to a report by the Research Institute for Fiscal Science, of the Ministry of Finance (MOF), in November 2009.

The report said that in the current tax distribution system, the central government took 75 percent of the total value-added taxes, sales taxes and consumption taxes, which made up more than half of all government revenues, and it was more or less the same for other taxes.

Provincial governments took the lion's share of the remaining 25 percent, leaving governments at county and city levels, which were overburdened with social programs and infrastructure building, financially overstretched, said the report.

"To ask local governments to build more affordable houses and press down housing prices is equal to heading off their biggest source of revenue, which accounts for about 40 to 60 percent of the total revenue," says Bao.

Under the new distribution regime, land sale revenues go to local governments, giving them an incentive to sell land to commercial housing developers and to shy away from restraining housing prices.

"In the long run, all central government policies aimed at reining in housing prices will never win round local governments until they get a share of revenues proportionate to their tasks," says Bao.

Bao's views are echoed in the words of Zhuang Jian, a senior economist of the Asian Development Bank, who said pandora beads Wednesday the tax distribution system must be reformed to solve local government funding shortages and to avoid repetition of policy failures.

BEIJING, Feb. 21 (Xinhua) -- With Chinese banks' record new lending in 2009 igniting fears about asset bubbles and bad loan, the banking regulator's latest rules aim to bring financial risk under control.

The new directives order banks to focus on loan quality control, rather than quantity restriction, and aim to make loans flow to the real economy -- rather than the property and stock markets, which are susceptible to asset bubble formation.

Analysts say the directives are a smart way to handle the policy dilemma the central bank faced: with inflationary pressures growing after increased money supply, how can monetary policy be tightened without hurting the fragile economic recovery?

The China Banking Regulatory Commission (CBRC) issued new regulations on Saturday evening telling banks to set lending quotas after "prudent calculation" of borrowers' "actual demand".

It also reiterated working capital should not finance fixed- asset investment and equity stakes. The new rules also ask lenders to give funds directly to the end user declared by the borrower, instead of directly giving it to the debtor, in an effort to ensure loans are used for their declared purpose.

Execution of the directives will help banks exit the "credit stimulus spree", as they pay more attention to risk control. The directives are crucial for the banks' sustainable expansion, said Yu Xiaoyi, analyst with Guangfa Securities.

Loose oversight and easy monetary policy have led to many banks developing the bad habit of being excited about loan extension but indifferent to the tracking of loan use, which can result in credit appropriation, an unnamed insider told Xinhua.

That allowed many Chinese enterprises to borrow much more than they needed in order to speculate with various types of investment, even though they had ample funds on hand for their routine business operations.

In support of the government's 4-trillion yuan stimulus package, Chinese banks lent an unprecedented 9.6 trillion yuan in 2009, nearly half of 2009 gross domestic product.

Researchers said that large amounts of the borrowed funds went into property and stock market speculation, further pushing up soaring house prices and further inflating asset bubbles.

According to official data released by CBRC, some regions reported two to three percent of funds were misappropriated.

Wang Kejin, an official with the Supervision Rules and Regulation Department of CBRC, told Xinhua "the current working capital and individual loans exceeded real market demand,"

The inadequate monitoring of loan use demands improvement, otherwise creditors will suffer losses and systemic risks will build, the CBRC said in a statement on its website.

"Our purpose was to prevent fake rolex it happening," the statement said.

Ba Shusong, a researcher with the Development Research Center of the State Council, China's cabinet, said the new rules will further strengthen credit risk controls and put a "brake" on lending and keep the financial system in good health,

BEIJING, Feb. 15 (Xinhua) -- As China celebrates the arrival of the new lunar year, the Year of the Tiger, the world hopes China's economy will roar again in 2010, after it helped pull the global economy out of recession in 2009, the Year of the Ox.

The world's third largest economy will become a "real tiger" when the Chinese government successfully restructures the nation's economy, a task the authorities have made a priority, as evidenced by a string of recent comments by top leaders, analysts say.

In early January, President Hu Jintao called on the whole nation to strive to accelerate the adjustment of China's economic development pattern, to promote sound and fast economic and social development.

The transformation of the economic development mode, based on a comprehensive judgement on the international and domestic economic situation, should not be delayed, Hu said at a seminar of provincial and ministerial-level officials.

The key for the transformation is to achieve it "at an accelerated speed" and with practical results, he added.

Vice Premier Li Keqiang said China has entered a critical period when adjusting the nation's economic structure is the only approach to advance the country's sustainable development.

Asia Development Bank economist Zhuang Jian said the repeated call for accelerated reform reflects policymakers' determination to put it at the top of the government agenda.

Boosted by a raft of stimulus measures, China's economy expanded 8.7 percent in 2009, staging a speedy recovery after being hit by the worst global financial crisis in eight decades.

Even though Chinese exports dropped 16 percent last year, China still overtook Germany to become the world's largest exporter.

The January trade data provided solid evidence of growth consolidation, with exports jumping 21 percent year-on-year and imports surging 85.5 percent.

After having sustained the nation's fast economic growth for more than two decades, the weaknesses of China's export-led growth model were revealed with the onset of the global economic recession which originated in the U.S.

Analysts say China cannot rely on exports for growth as much as it used to anymore. The path for future growth is clear, with the nation's top leaders repeated pledges to transform the economic growth model.

"The past ten, twenty and thirty years have seen China accumulate economic strength in a quantitative way," said Wang Xiaoguang, a researcher with the Chinese Academy of Governance.

But in the future it should focus more on quality, he added.

Li Keqiang said that expanding domestic demand is the prime and long-term strategy for economic development.

To offset weak external demand, the government looked to domestic demand to shore up growth in 2009, with the government announcing a raft of policy incentives to spur consumption.

Tax cuts and auto subsidies helped propel China to becoming the world's biggest auto market last year.

BEIJING, Feb. 19 (Xinhua) -- U.S. political rhetoric has recently been obsessed with the exchange rate of the renminbi. President Barack Obama has indicated on several occasions that he would take a tougher stance on this issue in order to address trade imbalances between his country and China.

But does the renminbi hold the key to this issue? What are the backstage calculations behind those demands from Washington?

RENMINBI A WRONG TARGET

While addressing Democratic senators early this month, Obama said the issue of renminbi exchange rate must be addressed to ensure that American products will not be put into a huge competitive disadvantage given the fact that China is going to be one of America's biggest markets.

In an interview with Businessweek on Feb. 10, Obama said he and Chinese leaders are going to have some "very serious negotiations" on the renminbi issue.

Supporters of Obama include economists such as Gary Hufbauer, a senior fellow at the Peterson Institute for International Economics. Those experts say China's huge trade surplus is a result of an undervalued renminbi. Appreciation of the Chinese currency, in their view, would re-balance China's international trade.

However, the validity of such argument is questionable.

The Japanese yen, for example, has been appreciated enormously against the U.S. dollar over the past 40 years. Yet Japan's trade surplus with the United States has been continuously on the increase over the same period.

The case with the Japanese yen has clearly demonstrated that international payment is not necessarily entirely linked to currency exchange rates. International trade balance is rather determined by international division of labor and product competitiveness.

Stephen King, chief economist of the HSBC bank, said it is unreasonable to simply attribute China's big trade surplus to an undervalued currency. China's high savings rate is a more important factor in this respect, he told Xinhua.

Nobel Prize laureate Andrew Michael Spence shared replica bag wholesale King's argument.

"Reducing the surplus in China involves deep structural change, much as reducing the U.S. deficits does. China's high savings are embedded in the structure of the economy," Spence wrote in Jan. 21's Financial Times.

Without structural change, an appreciation of the renminbi might well lead to continued high savings and slow economic growth in China, rather than to a reduction of China's trade surplus, he wrote.

International Monetary Fund (IMF) chief economist Olivier Blanchard believes that renminbi appreciation is not a solution for the U.S. economy.

According to an IMF model, the American GDP will grow by 1 percent when the renminbi appreciates by 20 percent and other major Asian currencies also appreciate by a similar margin, he told Xinhua.

"This would be good news for U.S. growth. But this is clearly not enough, by itself to sustain growth in the United States," said Blanchard.

DAVOS, Switzerland, Feb. 2 (Xinhua) -- Even after the world's political and business leaders concluded their five-day gathering at the World Economic Forum (WEF) in the Swiss ski resort on Sunday, China remained the focus of their attention.

Though the "China fever" has continued for years, the word "China" was once again the most eye-catching one at the annual WEF meeting.

CHINA'S INCREASINGLY ACTIVE ROLE

This year marked the 40th anniversary of the WEF annual meeting, which drew more than 2,500 leading figures from political, business and academic circles around the world.

The five-day gathering was filled with more than 270 working sessions under the organizing theme of "Improve the State of the World: Rethink, Redesign, Rebuild."

During the discussions, "China" was the word which participants mentioned most frequently among a series of topics, ranging from the world economic recovery after the financial crisis, the global fight against climate change, the international financial reform, to better global governance.

Compared with previous meetings, the focus of this meeting was no longer on the rise of China, but went further on what impact China's every move would have on the world.

To this end, there were two sessions specifically designed for China this year, with the first one on how China-U.S. relations will reshape the global agenda and the other on the global dimensions of China's economic transition.

Two years ago the voices from China were largely absent in Davos despite the "China fever," but this year Chinese participants were more actively involved. They were increasingly confident to voice their views.

The most prominent figure among them was Chinese Vice Premier Li Keqiang, who delivered a special address on Thursday afternoon.

Other big names included former vice-chairman of the Standing Committee of the National People's Congress Cheng Siwei, vice president of People's Bank of China Zhu Min, and China Mobile CEO Wang Jianzhou.

SOURCE OF CONFIDENCE FOR WORLD ECONOMY

The WEF annual meeting was held against the backdrop that the global economy was recovering from its worst recession since World War II. Therefore, whether the recovery, being fragile, could be sustainable in the post-crisis era became a central issue.

As the world's fastest growing economy, China has been the major contributor to the global economic growth in recent years. Its economic outlook means a lot to the global recovery.

Figures showed as of 2008, China's contribution to the world's economic growth had reached 20 percent, while in 2009 when developed countries plunged into an economic crisis, nearly half of global growth could be attributed to China.

Although some participants voiced their concern about an overheated economy in China, Vice Premier Li struck a note of confidence in Davos.

In the post-crisis era, China will realize long-term stable and rapid economic development by boosting domestic demand, promoting industrial restructuring and upgrading, and by deepening reform and opening wider to the world, Li said.

MUNICH, Germany, Feb. 8 (Xinhua) -- The annual Munich Security Conference closed Sunday after intensive talks on a rising Asia, Iran's nuclear program and reform of the West's security institutions.

The pursuit of "networked security" was clearly seen at the conference, as the West sought more integrated security institutions and wider international cooperation to cope with global threats, and tried to solve disputes over Iran's nuclear program through joint international efforts.

VOICE OF CHINA

Chinese Foreign Minister Yang Jiechi delivered an opening speech at the high-level political forum. It was the first appearance of a Chinese foreign minister in the conference's 46-year history.

Yang answered two main questions asked by many Western countries: How will an ever developing China interact with the rest of the world? What role will China play on the international stage?

Yang said that while focusing on its own peaceful development, China is undertaking more international responsibilities in a transforming and closely-linked world.

It is a strategic choice that China has made to "seek a peaceful international environment to develop ourselves and at the same time contribute to the cause of world peace through our own development," Yang said.

"Our own interests and those of others are best served when we work together to expand common interests, share responsibilities and seek win-win outcomes," the minister said. "All of us should pandora beads embrace a diverse world with an open mind."

Chairman of the Munich conference, Wolfgang Ischinger, told Xinhua that the West was very interested in hearing the speech of Yang, because "China is playing now an increasingly active role in almost all questions of global policy."

Eberhard Sandschneider, director of the Research Institute of the German Council on Foreign Relations, said the conference broke its transatlantic tradition to invite Yang.

"The Chinese self-confidence presented here is something new for many participants with transatlantic background," he told Xinhua. "China's importance has gained significantly, and we no longer live in a transatlantic but a global environment."

GREATER PRESSURE ON IRAN

Disputes over Iran's nuclear program ran through the three-day conference, which started with Iranian Foreign Minister Manouchehr Mottaki's surprise arrival on Friday.

Mottaki told a discussion panel at the conference that Iran was expected to reach a nuclear fuel swap deal with the International Atomic Energy Agency (IAEA) in a "not too distant future," which raised hopes of a possible softening of Iran's stance or a breakthrough over the prolonged disputes.

Mottaki kept sending optimistic signals after meeting his Russian counterpart, Sergei Lavrov, and the IAEA's new chief Yukiya Amano. Mottaki said Iran was willing to exchange some of its low-enriched uranium for higher-grade fuel, as Iranian President Mahmoud Ahmadinejad said Tuesday.
